Field conditions confirmed existing conduit shown on design drawings is absent. Work includes excavation, conduit/casing installation per Utility Policy Manual, backfill, compaction, and pavement restoration per MoTI Standard Specifications.
Work type: Stationary, short-to-long duration (single shift target)
Lanes affected: Full width — total segment closure
Maximum delay: Road closed to through traffic for duration of excavation and pavement restore (residents access via alternate Fernwood connections — see detour)
Category 1 — Two-lane, two-way local road; low-to-moderate volume; short-duration utility work; segment closure with established detour routes at both Fernwood access points.
Per TMM Section 3.4.1: Category 1 TMP required. Incident Management Plan required (total road closure). Public Information Plan recommended (closure > 10 minutes). Implementation Plan required (IMP included).
| Factor | Assessment |

| Road alignment | [INSERT — straight / curves / grades] |
| Road type | Two-lane, two-way, undivided, paved |
| ADT | Low volume residential (< 1,000 vpd estimated) |
| Sight distance | [INSERT — adequate / limited at curves] |
| Approaches | Two access/exit points on Fernwood allowing detour without trapping residents |

| Hazard | Mitigation |
|---|
| Open excavation | Full road closure — no traffic over trench |
| Residential access | Detour via alternate Fernwood access; local traffic signage if needed |
| Emergency vehicles | IMP procedures below; barricades positioned for emergency access if directed |
| Equipment on roadway | Confined to closed segment only |
